Mega solar plant Sophia:
say no again

The Sophia mega solar plant is back — “reformulated”, but still 573 MWp and 1,177 fenced hectares in Idanha-a-Nova and Penamacor, with a 400 kV very-high-voltage line crossing Fundão. In the first consultation, 12,693 people took part — the most ever — and the Assessment Commission gave an unfavourable opinion. Now there is a new public consultation — just 13 days, until 21 October. Say no again.

What is under consultation

Smaller on paper — but still a mega-plant

After the unfavourable opinion, the developer (Lightsource bp; in the consultation, “Coloursflow – Unipessoal, Lda.”) submitted a reformulated project. That new version is what the Portuguese Environment Agency has opened for consultation — and what we say now counts towards the final decision, the Environmental Impact Declaration (DIA).

  5. Write the contribution. Paste your text — generate your unique contribution with the button below. Each person can only submit one, and a different text from each person counts far more than identical copies.
Choose topics for your contribution (optional)

Pick the concerns that matter most to you (optional) and the contribution will focus on them. If you choose none, it stays general.

    Your contribution — unique

Press “Generate” to create a unique, original contribution (written by AI from the facts on this page). Every objection comes out different — and counts for more.

  6. Choose “Discordância” (disagreement). In the “A minha participação” area, paste your contribution into the comment box and, in the “Classificador” (classification) menu — the blue bar at the top of the box — select “Discordância” to make clear you object. The “A minha participação” area: paste the comment and pick “Discordância” in the “Classificador” menu
  7. Make it public and submit. Tick the option that authorises the publication of the contribution in the final report and click “Submeter”. ✅ Done.Tick “Autorizo a publicação do meu comentário” and click “Submeter”Confirmation: your contribution was submitted successfully
  8. Share this page. Send it to everyone you know in the Beira Baixa — the more objections, the more weight the no carries.

Análise e Ponderação dos Pareceres das Entidades23.06.2026 · PDFThe Government’s response to the opinions of 36 entities (172 contributions), including the reservations of Fundão and Covilhã and the unfavourable opinion of the heritage authority. Nearly two thirds of the contributions are only ‘partially accepted’ or merely ‘noted’ with no change to the Programme — citizens’ submissions will be weighed in a separate document. Consulta às Entidades — Pareceres emitidos16.06.2026 · PDFThe formal opinions of the public entities (474 pages). Several issued unfavourable or conditional opinions — oversized zones, conflicts with spatial planning, heritage, agriculture and nature conservation. The ICNF even requires removing the areas overlapping the 1 km buffer around the Serra da Gardunha Regional Protected Landscape. Começar aqui! ABC da Discussão Pública das ZAERPDFIntroductory presentation by EMER 2030 explaining in plain language what the ZAER are: the 2030 targets (20.8 GW solar, 10.4 GW wind), how projects are licensed and the timeline — public discussion in June–July 2026 and transposition into municipal plans in 2026–2028. The recommended starting point before the technical documents. PSZAER — Proposta05.05.2026 · PDFThe central document: the programme that, under the EU’s RED III Directive, designates the zones where solar and wind plants get simplified ‘single window’ licensing. It maps ~578,777 ha of potential solar zones and 84,489 ha for wind — and acknowledges that the large majority falls within the Pinhal do Centro group, which includes the Serra da Gardunha. AAE — Relatório Ambiental Preliminar05.05.2026 · PDFThe full Strategic Environmental Assessment (249 pages). It acknowledges major risks: the pressure will fall mainly on forest, farming and pasture land in low-density rural territories, unknown biodiversity values may exist within the ZAER, and legitimate opposition from local communities is a limiting factor. AAE — Resumo Não Técnico05.05.2026 · PDFPlain-language version of the Strategic Environmental Assessment: it explains the proposal opening ~7% of the territory to projects without EIA and identifies risks — pressure on low-density rural territories, cumulative impacts on landscape and biodiversity, growing social contestation. It concludes local benefits are greater with smaller projects near consumption. Relatório Temático — Ecologia05.05.2026 · PDFCIBIO-BIOPOLIS report setting the criteria for excluding the most ecologically valuable areas from the ZAER. It acknowledges that wind power kills raptors and bats through blade collisions — and admits that data on species outside protected areas is limited, which can undermine biodiversity protection. Relatório Temático — Integração de Informação Espacializada (mapas)03.05.2026 · PDFLNEG report explaining how the ZAER maps — including this page’s Figura 39 — were drawn, identifying ~371,348 ha of potential solar zones and 84,489 ha for wind. It admits limitations: land-cover data with a resolution of only 1 ha, municipal master plans not consulted, and aeronautical restrictions only approximated. Relatório Temático — Paisagem e Património Cultural02.05.2026 · PDFReveals that the ‘Pinhal do Centro’ landscape group — explicitly including the ‘Serras da Gardunha, Alvelos e Moradal’ — is the most targeted in the country, with ~34% of its area marked as potential solar ZAER (~1,372 km²). It admits large solar parks create ‘blankets of glass’ felt as significant visual degradation, and proposes capping panels at 25 contiguous ha. Relatório Temático — Energia02.05.2026 · PDFConcludes that the main brake on renewables is not a lack of land but grid access and licensing — ~8.7 GW already awarded were never connected. It recommends small, modular zones near the grid and consumption, on artificialised land — instead of large homogeneous blocks — and highlights urban rooftops (28 GW potential). Relatório Temático — Jurídico02.05.2026 · PDFAMMC Legal report designing the licensing regime inside the ZAER: single-window licensing with environmental assessment at plan level rather than project level — as a rule dispensing with a full EIA and replacing it with a mere conformity-verification procedure, with maximum deadlines of 12 months (6 for repowering). Relatório Temático — Ordenamento e Economia do Território02.05.2026 · PDFCEDRU report admitting that the identified area vastly exceeds what the 2030 targets require — and that land occupied by solar plants has already jumped from ~1,290 to ~4,740 ha in five years. It warns of land speculation and ‘energy monofunctionality’ in the interior, and recommends prioritising artificialised and degraded areas, not rural land.
